Young Brad loves surfing though noone realizes how good he is. He is always being bullied by the larger surfing boys, which means he has to sneak down to the beach when noone else is around to practice. One day he skips school to go surfing. He is bending down waxing his surfboard when something suddenly blocks the sunlight. A gang of bullies is towering over him. The leader sneers "Look what I found on the beach boys, a big shrimp!" They then all proceed to kick sand over the kid and his surfboard. The kid manages to grab his board and as the bullies are chasing him his only escape route is the sea. He paddles out to sea and looks back at the bullies laughing at him at the edge of the water. He goes further and further out to sea waiting for the bullies to go away. He falls asleep on his board and when he wakes up he has drifted into a cove that he has never visited before. The only way off the beach is through a cave. However the small tunnel leads into a secret underground facility with lots of equipment and nondescript guards in military uniforms. "Wow," is all Brad can say. He somehow manages to sneak around the facility unobserved and watches an experiment taking place through a big glass lab window. A soldier drinks some special formula and suddenly becomes incredibly muscle-bound. He picks up an iron bar that is sitting on the side and bends it with ease. "Cool," says Brad to himself. Brad then gets it into his head that if he can drink some of the potion then he won't have trouble with the bullies again. He manages to steal some of the formula and sneak out of a back exit of the facility that leads up onto the cliffs. However as he is carrying the formula we get a close up of some sea water dripping into the flask and ominous BGM.
Once home Brad goes to the bathroom to test out the formula. (By this time he has transposed the formula into an army flask that he had in his bedroom). He takes a gulp and then we get treated to some special effects. It looks as though the formula is working but then it gets out of control and Brad falls backwards into the bath. The next thing we see is a fin gripping the edge of the bath and as Brad checks himself in the mirror we see that he has changed into a giant shark. He is still however wearing Bermuda shorts, which fit perfectly well. He walks like a human too. Next there is a knocking at the bathroom door and his mom shouting "Brad! What was that noise? Are you alright in there?" Brad finds that he can still talk even as a shark and says, "It was nothing Mom. I'm fine." His voice is a little strange however and his mom picks up on this. Brad manages to change back into a human in the nick of time as his mother bursts in. He gets scolded for making a mess and gets sent to his room.
Several adventures then ensue with Brad testing out his new shark abilities. Noone realises that the shark is Brad and he quickly becomes very popular with most of the surfers, accept for the bullies of course, and in spite of the fact that he is a huge shark in Bermuda shorts. Brad also becomes popular because of the fact that he is the only one who seems to know the shark, who is known as "Gil". There are several close shaves with Brad nearly being discovered mid-transformation. The bullies can do nothing but glower at Brad because of the threat of "Gil" appearing.
The climax of the film is of course the standard big surf competition. "Gil" is of course entered in the competition. We have several amusing scenes with Brad swapping between his shark and human forms to avoid the suspicion of his friends, as he passes in an out of changing tents and buys ice creams etc. In the first round "Gil" of course dominates and gets to flick sand triumphantly in the face of the head bully with his tail/legs. There may be a comment made about sharks eating shrimp.
However when it comes to the final Brad finds that he has run out of formula and there is nothing for it but to surf in his human form. He makes some excuse about "Gil" being injured and this is announced over the load speakers with gasps from the audience.
All the shark's opponents up until this point were for some reason members of the bully surf gang and the final opponent is of course the head bully. Brad and the bully line up at the water's edge and there is much glowering and bad mouthing from the bully. During the final Brad is fouled several times by the bully with comments such as "Not so tough without your shark pal huh?" We get cuts of the bully gang and Brad's friends passing comments back and forth.
Just as we think all is lost Brad visualizes "Gil" in his head and comes through to win the competition. The bully is wiped out and Brad even has the good grace to help him to his feet. The bully shakes him off and stumbles back to his gang.
Brad is now the hero and gets a medal put round his neck by a beautiful girl in a bikini. Either the medal has a shark on it or Brad now wears a shark t-shirt every day to school as a weak reminder of "Gil". When asked where "Gil" is Brad replies with a clever quip such as "He said he had bigger fish to fry" or some such. It doesn't really matter, as Brad is now officially the most popular kid in school!!!
Hopefully at some point during the film (maybe during the closing credits) we are treated to a montage of "Gil" doing "cool" things, such as wearing shades, looking at girls in bikinis over the top of those shades or relaxing in a sun lounger with a cocktail with straw and umbrella. This will be the best opportunity for the makers to slip in a theme song in the background.
